Pipeline Petition to Gov. Beshear

We are asking Gov. Beshear to recognize the urgent need to deal with issues related to the proposed Bluegrass Pipeline. They are the lack of government oversight of siting and public safety of natural gas liquids pipelines, and uncertainty in the law related to a private pipeline company's use of eminent domain. We are asking him to place these items on the agenda for the August 19 special legislative session.

Petition to Governor Beshear for August Special Session of the General Assembly

We the citizens of the Commonwealth of Kentucky hereby request that you place the regulation of natural gas liquids (NGL) pipelines and the limiting of eminent domain powers to public utilities on the August 2013 Special Session agenda. Specifically, we urge the General Assembly to 1) amend KRS 278.704 through 278.712 to include “natural gas liquids pipelines” in the requirements for advance scrutiny for public safety and environmental standards for review and approval of NGL pipelines, and 2) limit eminent domain powers to utility-owned pipelines. The proposed Bluegrass Pipeline is a privately owned non-utility pipeline.
