Raising the Bar: Kentucky’s Real Budget Report

 

 

This detailed analysis of Kentucky’s budget needs was researched by the Kentucky Economic Justice Alliance. The report was compiled before the 2006 legislative session. It documents more than $1 billion in unmet needs in the state budget for public education, higher education, health care, justice, and housing. The report makes policy recommendations about fair ways to raise revenue to invest in public schools and essential services. It is a useful tool for those making the case for progressive tax reform and for people wanting to take action through letters to legislators and local newspapers.

2006 Budgets Charts with narrative

 

These full color pie charts (also used in our Tax Justice Workshops) break down Kentucky’s 2006 budget into easy to understand illustrations of where the money comes from and where the money goes. Included is a narrative that explains each slice of the pie.

The Kentucky Economic Justice Alliance — KEJA consists of KFTC, the Kentucky Youth Advocates, and Appalshop. The KEJA is a grassroots effort to promote progressive social and economic change in Kentucky. Working together, KEJA partners achieve our goals by fostering civic participation and leadership development, conducting research and policy analysis and communicating new ideas.

 
Kentucky Youth Advocates — KYA is an independent, non-profit children's advocacy organization representing the interests of all Kentucky children by vigorously promoting positive changes in programs and policies that affect large numbers of children.

Appalshop — Appalshop is a multi-disciplinary arts and education center in the heart of Appalachia producing original films, video, theater, music and spoken-word recordings, radio, photography, multimedia, and books.

United for a Fair Economy — United for a Fair Economy is a national, independent, nonpartisan, 501(c)(3) non-profit organization. UFE raises awareness that concentrated wealth and power undermine the economy, corrupt democracy, deepen the racial divide, and tear communities apart. They support and help build social movements for greater equality.

Center on Budget and Policy Priorities — The Center on Budget and Policy Priorities is one of the nation’s premier policy organizations working at the federal and state levels on fiscal policy and public programs that affect low- and moderate-income families and individuals. The Center conducts research and analysis to inform public debates over proposed budget and tax policies and to help ensure that the needs of low-income families and individuals are considered in these debates.  They also develop policy options to alleviate poverty, particularly among working families.

Institute on Taxation & Economic Policy — ITEP works on government taxation and spending policy issues. Its unique resources and capabilities enable it to provide policymakers, advocates and the public with accurate, useful and timely information regarding state and federal tax systems and how they affect taxpayers at different income levels. ITEP's mission is to keep policymakers and the public informed of the effects of current and proposed tax polices on tax fairness, government budgets and sound economic policy.
