	<description>The state budget has breezed through the Senate (34-3), and slithered through the House (74-21).  It now goes to the Governor.  The Governor said earlier today that he might have to call a special session if Kentucky's revenue situation continues to worsen (receipts were lower than projected in March).    </description>
