It called for increasing mortgage transaction fees by $20 with the revenue going to the Kentucky Affordable Housing Trust Fund. In addition, the bill would have allowed county governments to establish local affordable housing trust programs and fund these through an added fee of not more than $10 on mortgage transactions. | |
History | The original HB 338 was amended and passed by the House Local Government Committee on Feb. 14. The amended bill reduced the $20 fee to $10 but provided additional funding for affordable housing programs through the collection of delinquent property taxes. The bill easily passed the committee. Because of its fiscal impact, HB 338 was also considered and approved by the House Appropriations & Revenue Committee. On February 23, HB 338 passed the full House by an 83-15 margin. HB 338 went to the Senate where it stalled in the Senate Banking & Insurance Committee because of the opposition of Senate President David Williams. On March 21 the House Licensing & Occupations Committee added the provisions of HB 338 to Senate Bill 43, legislation having to do with real estate brokers. Finally, through House and Senate negotiations, an agreement was reached to allocate $1 from a fee collected by county clerks to go to the Affordable Housing Trust Fund. This will generate about $4.3 million annually rather than the $10 million in the original bill. No wording was included to authorize local affordable housing programs. | |
